But it's not entitlement.   The employer wants access to some information,
then they should pay for it, just like they need to pay for the rest of the
employee acquisition costs.

Otherwise, I'll get my own background check done, and simply present you
with the attestation of goodness, rather than having you with all sorts of
access to data you don't need after you've gone and charged me for it.
