Windows 2003 Active Directory environment

We have a policy that applies to our Citrix Farm that includes specific file
system permissions on various files/directories. I'm testing an updated
policy and I inadvertantly added the %SystemRoot%\System32 directory with
incorrect permissions. I'm able to reset the permissions on the test server
this policy is applying to, however, even after deleting the System32
directory from the GPO, the permissions are still being reset after a
reboot, gpupdate, normal refresh cycle. Is there a specific process for
removing File System permissions from a GPO so that the settings are truly
deleted? This GPO contains a myriad of other settings and I would prefer to
not have to create a new policy from scratch.
