Can it be done...yes it is possible. Highly unlikely, very improbable. You won't be able to get the police to move fast enough and you need that to happen to get the ISP to give you the location. Imagine calling the San Francisco PD and trying to get to someone that understands what you are talking about and has the time to drop everything they are doing because the only shot you got is to contact the ISP right away.

But you will likely need to cooperation from the ISP and local law enforcement on the other-end.
