  Outsourcing isn't going to happen for the same general reasons we
can't connect the PCs to communications lines, but: "NEC shop"?

  (In my experience, "NEC" either stands for "National Electric Code"
or "Nippon Electric Company".  I assume this is a usage I'm not
familiar with, but Google and AcronymFinder find so many NEC's I need
more info to narrow it down.)
