I do not know enough about the Windows Telephone Activation to be specific, but often times I will use these dial and voice activated systems and give it one of the "secret words" that can help...

Please repeat the name of the product that of which you need help." Me - "Aardvark." Computer Voice - "Please wait while we get you in touch with a service technician."
