I always like to ask people how they would troubleshoot a GPO that is not applying. There are many things they should cover - computer or user, settings enabled or disabled, security filter, wmi filter, inheritance, application order, etc. - but what I like to hear first is "is it actually linked to the OU?" That shows someone who deals in first principles. Often the simple answer is the right one.
Applying the same idea to all your other questions let's you find people who can solve problems quickly.
