A lot of the larger ISPs offer free a/v software now, including parental controls.
These are usually intuitive enough, even for the "normal" home user. My experience with them has been you basically set an age bracket for the child and it automatically sets itself accordingly. Even if you want to tweak those settings, it's very straightforward.
