I'm not sure what you're trying to say. If you're talking moving a single VM to another host: If you've got a SAN, you just shut it down on one, and boot it on the other. It takes seconds. If you don't have a SAN, you really should (if you've got multiple VM hosts, that's when a SAN makes sense), but you can still just migrate the VM HDD image, which should be I/O equivalent to restoring an image backup. Or just move the physical disks. If you're talking about restoring the entire network after a dire disaster, sure, restoring the storage server will take longer than restoring just one physical machine.
