If you can figure out the timing of the pulsing (ie. 10 frames or 50 frames) then you can figure out the numbers to put into a TimeBlur on that frequency. In general, you're going to want to stabilize your image as much as possible so that it's only comparing like parts of the frame, but in this case with the super high frame rate I'm guessing there's no camera move to speak of.
