It is probably a good idea to separate this into two pieces:

- markup language
- document creation program

I think there is a substantial community behind reST,
which can be supported by a variety of document creation
programs.


Yes, and reST seems to be compatible with all three programs, so that is an
excellent base. What I am searching for is some consensus as to what the
documentation template should look like.
