Eventually, I think we're going to end up with three lists (at least):

nupic-users
nupic-theory
nupic-hackers

However, splitting is an irreversible action, so I'm hesitant to do a
three-way split right now. Fergal has a good point that new users will
likely be interested in the theory, so they could benefit from reading
those discussions, and it could inspire them in their usage of NuPIC.

Creating a development list is essential at this point, though. I'd
like to only split once right now, and we'll always have the option to
split again.

"[nupic-hackers]": [email protected]
"[nupic-discuss]": [email protected]

This assumes that *this* list will change names from [nupic-dev] to
[nupic-discuss], and all development conversations will continue on
the new [nupic-hackers] list.

If I start getting feedback that there is too much theory or technical
usage discussions happening on the main list, I'll propose another
split.

I'm planning on making this split and announcing the details tomorrow.
