I don't know of any such tool that would provide what you are looking for right out of the box, but it should be possible to create something. Making it Web-based would be useful, to make it as portable as possible. Graphics and animation on the Web are quite mature now. Not sure what the effort might be. What sort of interface are you thinking of? A GUI, or something like a markup language?
