Just a quick note that I could not use 025_nut-usbups.rules as it came too early in the process. Mine is called 52_nut-usbups so that it comes after
50-udev.rules  and  51-hotplug.rules

Check and see if the RPM has a hotplug-ng directory somewhere, or if
it has a file named something like 'nut-usbups.rules'. That should go
