The latter is useful information, since it means that the problems is probably in the values reported by the 'apcsmart' and 'usbhid-ups' drivers that you're using to monitor these devices. Could you post the 'upsc' output for both?

Chances are that the difference is in the reported values for the 'battery.voltage(.*)' values. It might confuse upsimage.cgi when it tries to calculate 'battery.voltage.minimum' and 'battery.voltage.maximum' (those are not reported by either driver), which is needed to draw the scale of the battery voltage graph.
