After doing the upgrade to 07/07 (from a non-Phase 1 BE), the NoNet location is
always enabled, meaning that it never appears to get a network connection since
this blocks the network using ipfilter, and hostname resolution is broken.
I had to specifically disable the location using:
nwamamd disable -p loc NoNet
before it would re-evaluate appropriately.
I'm assuming that this is a side effect of the recent change to allow SYSTEM
locations to be enabled/disabled specifically, and that something does this on
upgrade.
