As a point of data I just did the following and didn't have this problem:
1) installed osol 09.06
2) upgraded via the dev ips repository to 118
3) bfu'd the latest
4) installed the 2009-07-13 nwam manager
I didn't end up in NoNet.
This supports the assertion that this problem is installation path dependent.
