could this be related to the flag day for 8506 (can't enable Automatic location
automatically)? Were the location config files removed at that point? If any of
the existing locations lack an 'enabled' property, that's a good hint that
they need to be removed (and will be recreated if you "svcadm restart
location". Might not be the cause, but thought I'd better check.
