The changes for this fix (changes to libnwam_ncp.c and the first
part of the changes in door_if.c) look fine.

I'm not so sure about this.  If you make this change, does that
mean that you cannot destroy NCUs in the non-active NCP?  In
other words, say the Automatic NCP is active, and I'm fiddling
around with my User NCP; am I prevented from removing NCUs until
I activate the User NCP?  I think that's wrong.  But maybe I'm
misunderstanding the change you've made?
