Nope, when the Automatic NCP is active, deletions of the NCU in User NCP 
is allowed.

Previously, what was happening was that when the Automatic NCP was 
active, if the user deleted an NCU (say phys ncu bge1 in the above 
example), the phys ncu bge1 was being destroyed from nwamd even though 
that ncu bge1 belongs to the Automatic NCP.
