Closing this bug as invalid.
The enabling of ipfilter on nwam disable has been accounted for (ipfilter was
enabled before nwam started). Ipfilter could have been enabled when the Legacy
location was missing. Bug 10570 (empty /etc/resolv.conf fails Legacy location
creation) fixes the creation of Legacy location. Since this bug was reported
before bug 10570, when the Legacy location did not exist, nwam could not go
back to the pre-nwam state. When nwam is disabled, the NoNet location gets
active with ipfilter turned on.
