As Bob says, sounds like ipfilter isn't being restored to its original state
when nwamd is disabled. IIRC, we do temporary enables of a bunch of services as
part of location activation so perhaps we can svccfg delpg the general_ovr
property groups of these services to revert to the pre-NWAM state. Readjusting
synopsis and componenet (it's the start/refresh method of network/location not
the daemon that does this) to match Bob's observations as it's a core bug
definitely...
