I've tried to recreate this a bunch of times without success.

Trial 1:
nwam had Automatic location enabled.
svcadm disable nwam
svcadm enable physical:default
-> ipfilter was disabled

I thought that maybe ipfilter was enabled by nwam and didn't get disabled. So
...

Trial 2:
nwam had loc1 (copy of NoNet) enabled, which enabled ipfilter
svcadm disable nwam
-> ipfilter was disabled
svcadm enable physical:default
-> ipfilter was still disabled

Moving on, what is in your Legacy location?  Could it be that ipfilter was
enabled before nwam was enabled and nwam is simply restoring that state?  The
Legacy location will clear that up.
