so I think the issue here, as Anurag described, is that we connect in the
interim between the link down and the delayed rescan event. When we rescan and
find ourselves connected to the new WLAN, we don't do anything, but because we
fell back from online/connected to offline*/scanning, we do not reset the state
to online/connected. At places where we notice that we're still connected in
wlan_scan_thread(), we should probably change to online if we're not in that
state. The timing is such that an explicit disconnect/connect to other WLAN
will often result in us ending up stuch in offline*/scanning I suspect.
