The changes to the daemon has been pushed to the ON project gate. Moving this
bug over to GUI. The GUI should look at the state of the link NCU (and not the
interface NCU). The link may be connected but the interface may not have the
address yet. This is considered connected by the daemon. Also, the GUI was
ignoring SCAN_REPORT sent before the interface NCU gets online.
