I think Darren's comment is about right... I'd expect most people who are
entering IPv6 addresses in CIDR notation will most likely either (a) know the
convention that the suffix is supposed to be a decimal number, or (b) just be
copying the address (presumably in the correct format) from somewhere else
anyway.
We should certainly be alerting the user during the validation phase if they
enter any character other than 0-9 after the "/", and tell them that a decimal
suffix is expected, so I'd leave the bug open for that reason.
But other than that, I'm not sure it's all that practical to offer the option
of both hex and decimal inputs here-- first of all we'd have to invent some
sort of input scheme to distinguish (like "0x80" or "80h" for 80 hex), which we
don't use anywhere else, and seems like a lot of effort for little gain.
