This bug is a duplicate of bug 12567 and I am closing it out.
The User location is enabled here, and we are seeing the same behavior as
reported in bug 12567. The reason we weren't able to reproduce it earlier was
because (I think) the Automatic location was active. The behavior is bug 12567
is seen when NIS is configured (which the User location does).
