I couldn't remember whether I had encountered that after BFU'd. I think nwamd
initially enables automatic NCP and LOC, the automatic LOC by default only has
DHCP name service configure. And the USER LOC is manually enabled LOC. That's
probably the reason why NIS is offline. Anyway, assign to nwamd to investigate.
