The current solution is that in order to allow those user accounts which don't
have enough auths to config network, we use gksu to load
nwam-manager-properites from Gnome Administration, Network Locations. So it
will run as *root*.

If nwam-manager-properites run from pop up menu is a norml user process. So
they have different UID, so one instance of Network Locations window can be
solved.

Copy to Calum and Renee.

Calum, maybe we may create another menu like 'Network Locations (Root)'. And
the original one is run normally, this one run with gksu? Otherwise I will
close this bug as wontfix since I don't think it's a big issue.
