The binary /usr/bin/nwam-manager-properties will be moved to /usr/lib, I will
deliver a script /usr/bin/nwam-manager-properties. That script will detect if
the user has 'Primary Administrator' or 'Network Autoconf Admin', if yes, run
/usr/lib/nwam-manager-properties normally, otherwise, run gksu
/usr/lib/nwam-manager-properties.
