[132] two 'Network Locations' window can be opened
1. Launch Administration, Network Locations
2. open terminal on top of the Network Locations window
3. Right-click the NWAM panel applet and select 'Network Locations' from the
context manu.
expected result
Network Locations window to be visible and have focus.
actual result
a second Network Locations window opens
