Network is a component of Gnome-system-tools, NAU is nothing to it. The back
end for get network information may be loaded by gksu when Network inquires it.

In our previous discussions, we agree that it should be all or nothing. It will
exist if a user has NAU, it run if a user has NAA or is root. Since it is
currently loaded by gksu, it always ask root password.

Note, if a user run it from the pop up of panel icon (he has NAA), it runs
normally without gksu.
