This is a bug. Gui checks "solaris.smf.manage.location" and
"solaris.smf.modify.location", but they should not be mandatory for gui.
Profile 'Network Autoconf User' is required to use panel icon, e.g. to activate
objects.
'Network Autoconf Admin' which includes 'Network Autoconf User' is required to
launch the main configure dialog and enable those related menu-items of the pop
up.
There is a work around, append 'auths=solaris.smf.modify.location at the end of
the test user account in /etc/user_attr. e.g.:
test2::::type=normal;profiles=Network Autoconf
Admin;auths=solaris.smf.modify.location
to run all gui functions.
So remove the block flag and please go on test.
