So, can I just confirm the GUI behaviour as I understand it, so we can update
the UI spec and the OLH:

* Network Autoconf Admin :  All GUI functionality available

* Network Autoconf User: User can do everything EXCEPT:

  * Open Network Preferences or Network Locations dialog from
System>Administration menu [1]
  * Choose Location>Network Locations menu item on panel icon menu
  * Choose Connections>Connection Profile menu item on panel icon menu
  * Choose VPN Applications>VPN Preferences on panel icon menu
  * Choose Network Preferences on panel icon menu

Anything I've missed?

What happens if user has neither the NAA or NAU profile?

[1] In the code I'm currently running, there is no feedback if an unauthorized
user tries to use these two System>Adminitration menu items.  Since we can't
dynamically disable or hide the items on this menu, we probably need to pop up
a message box-- were you already planning to do this?
