If you're willing to get a phone line involved, how about leaving a PC behind the router with a modem accepting dial-in calls? You could then get a shell (unix/linux) or VNC/PCanywhere/RD into your PC. It's pretty easy to interface the parallel port of the PC you're dialing into to a relay, which could be hooked up to momentarily interrupt your router's power supply upon your command.
