Yes. And that was the reason why "Naked DSL" was available. 

Historical lesson: As a part of WNP (wireless number portability), FCC
mandated that "enhanced services" on the landline must be preserved after
transfer of the phone number. Accordingly, Dec 10 2003, VZ announced
DSL-after-WNP (first in Texas, then Apr 2004 in the rest of VZ footprint).
Some time later, FCC went back and said that there was no requirement to
preserve DSL. Aug 6 2004 VZ cancelled the WNP process. As of today, the
WNP is back - I have no idea why. I would assume they wanted to do it so
they can provide VoiceWing customers with 'naked dsl'.

Not yet. For now, the only way to initiate it is to port the number away.
