Should tell you a lot about the applicant in one hit though.

If they can't write a half decent application letter and you need good 
written skills then you're half way to getting them off the pile.

No.  This one I agree with you on 100%.  I think that if you're looking 
at a bit of work without knowing what the requirements/scope was then 
it's hard to judge.

Web dev's should always present an online CV and it should validate and 
be top preso of their skills.
