I'd say it will take much more then a few minutes if it is an adsl(2) broadband (most popular broadband option). In theory maximum upload speed is 1mb which is around 125kb/s, so at least 2 hours+ is needed to upload 1gb of data unless you have cable/ethernet/fibre.
Also POST and PUT methods do not support range header. I agree with Neven HTTP was not designed for this purpose.
Personally never heard from anyone successfully being able to upload relatively large files by posting them outside local network :)
