This may seem a bit left-field ....

I recall seeing something like this done in Html5 as a demo with the Canvas 
element - zoom + pan tree 

- with php/ajax data backend of course
- with the Canvas it is easier to attach ajax actions to nodes etc

If you want to browse, and move about the tree you would be looking at dhtml / 
html5 or flex/flash as your display interface
