At the time we started Jojo, the world was at a point where using a CMS meant waving goodbye to any chance of a search engine ranking unless you had a container ship load of incoming links to make up for the heinous SEO crimes committed by your CMS. And supporting URL rewriting was enough to say that your CMS was "search engine friendly", as if that's the only thing that's important.

When we started writing Jojo, the answer to the question was a definite yes.

Today it's a different story, and I wouldn't start out writing a CMS from scratch unless there was a genuine need or opportunity that couldn't be catered for my modding something already in existance. Having said that, it's a great way to learn.
