I *completely* agree. Especially when new to a language, it best to have a practical project to work on. Real world problems, solutions and experience is a far better tool than copying examples from a book. Personally, I think it's a bit ambitious to create an open source project while learning PHP given the already available (and proven) CMS systems, but if you're using it as a learning tool, it'll be of benefit ... and you never know, it could become something big.
