I'm trying to figure out if I can make my DEV@cloud instance open to
the public. If that doesn't work it looks like we could at least grant
access to anyone with an account on the Cloudbees infra. Or we could
set up a separate "jackrabbit" account there.

Or we use Travis which is public by default. I'm looking at it now.
