Unless you've already done so, adding the following entry to your
/etc/hosts file (c:\Windows\System32\drivers\etc\hosts on Windows)
might help:
140.211.11.4 svn.apache.org
Every now and then I've seen similar problems when trying to cut
releases using the EU mirror of svn.apache.org.
