Export org.apache.jackrabbit.oak.plugins.blob.datastore from oak-core

Hi everyone,

The export of that package is because if you want to implement a custom
Data/BlobStore service there is a need to access the
AbstractDataStoreService and DataStoreBlobStore classes from that package.

I have opened the OAK-3664 <https://issues.apache.org/jira/browse/OAK-3664> to
discuss this.
