Disable oak-run build for Jackrabbit OAK-5054

Hi Team,

I plan to remove the jr2 build for oak-run with OAK-5054. If someone
feels that we should still have that version build then comment on
OAK-5054.

Otherwise I would disable the build by Nov-7
