Not quite. In many cases (Liberty Alliance, SOA, Apple developer etc.) I've seen the term Service Consumer (and also Web Service Consumer) used and paired up with (Web) Service Provider. Hosting a protected resource and granting access to it is providing a service so I think SP is an appropriate term. One might want to use Relying Party instead of Service Consumer but I think the latter is closer since it does consume a service offered by the Service Provider.
