They aren't painted, they are ~3cm by ~3cm x ~20cm slots ground out 
of the pavement at right angles to the direction of travel. They make 
bicycles jitter and steering less certain. 

I haven't seen any on Ontario's 2-lane roads, and would suggest they 
never be put there, unless there's a 2-metre paved shoulder. With a 
.5m paved shoulder, bicyclists would always travel in the lane rather 
than risk loosing steering control on the shoulder.

What width were the paved shoulders in Saskatchewan?
