I have the "one" that Adams used to do the patent search on.  But apparently they all 
have a slight amount of sway.
I read on one of the news groups that the "sway" is to help the child learn about 
being on a two wheel bike 
themselves.  The best is supposed to be the Burley Pico, but I think the best is the 
multi-speed Adams (Norco).
Any Norco bike store will have them, can be bought second hand from the web, or a 
rental company at the 
right time of the year.  Possibly Harry at the place behind the Chateau Laurier might 
have them.  Can not help
on cost as mine was "special".  Very safe if the captain is a good cyclist and out 
weighs the child.  Now how 
practical, with one on the Adams and a hill in Ottawa, or two in the Burley D'lite 
trailer on the same hill.  The same
child from the Adams in the trailer with his younger brother, the Burley climbed 
(dragged) better up the hill.  Some 
( I for one) might suggest a Tandem with some sort of kiddie cranks or drilled cranks.
