I am the organizer of the OBC Grand Prix.

Approved wheels has recently become a topic of concern for racers.

Note these points:

1) the wheel approval is for "mass start racing" only

2) this is primarily a risk management issue - in other words, safety and liability

3) the UCI rule states 1st that "Traditional wheels don't have to be tested"
   a traditional wheel for our purposes means effectively 16 spokes or more
   and rim depth no greater than 25 mm
   Your 32 spoke Mavic Open Pros will not be questioned or tested.

4) if your wheel does not fit this description, that does not mean it is
   illegal

5) there is an additional document at the following url:

   www.uic.ch/english/about/wheels.htm

   This will list non-traditional wheels which are approved.
   It appears to be updated regularly though unfortunately
   they use an all numeric date format.  The latest list is
   either April 2nd if they use international format or February 4th
   if they have succumbed to the Americanization of dates.

6) The list includes Zipp (thank you God), Spinergy, Shimano, and
   Mavic Ksyrium & Cosmic as well as other "non-standard" models.
   It does not as yet include any models of Rolf wheels or Spinergy Rev-X
   (in fact, Spinergy doesn't make these any more).
   It does include Spinergy SRX with fiber spokes, so tests must show
   these are safe enough.

As the Grand Prix organizer, I can advise you that, because of insurance
concerns, it is almost certain that we will adhere to the UCI list of
approved wheels.

If you plan to participate in mass-start races, you are probably going
to have to equip yourself appropriately.  Provincial associations are
not going to have a choice on this.

I will confirm this with the FQSC, but it is likely that their position
will be irrelevant.  It is our liability that will dictate what wheels you
can ride.
