This is far from a reinstall issue -- Linux lets you reconfigure just
about anything, which means that a reinstall is not necessary unless
there is lots of other stuff screwed up.
Do this instead:
1) edit /etc/ld.conf.so and add the line
/usr/local/lib
2) run ldconfig, like:
/sbin/ldconfig
The try running the configure for Obs again.
