A friend had an incident a year or two ago where he saw some of the "karretjie 
mense" removing these pipes. He gave chase in his car and eventually cornered 
them in Lower Main Rd, where they promptly offloaded the stolen pipes in the 
middle of the road and trotted off in the opposite direction (the fact that he 
then got embroiled in a heated discussion with some bleeding heart passer-by 
accusing him of victimising those less fortunate than him prevented him from 
taking further action)

Bottom line is to phone the sector vehicles when horse-drawn carts are in the 
vicinity. The chances that they're out for a leisurely constitutional drive and 
are merely enjoying the beauty of our suburb are slim.

There are several instances of this crime in the lower-obs section, missing
drainage pipes at least in Bellevliet and Crown from what I have seen.

This is by no means a new trick - some of these were taken from our
street (Perth Road) years ago.But I did notice a couple of weeks ago
that one had gone from Station Road some time recently - well at least
since I was last there at the end of last year. Just about outside the
park I think - somewhere in that block...
